My suggestion cook the cupcakes first, write the messages on the unwaxed side of waxed paper and fold tightly with the waxed side out. Use a skewer or chopstick to push the paper into the cupcake then frost the top to cover the hole. Your cupcakes are getting sticky because of a combination of two factors. 1) Moisture content of your cupcakes 2) Lack of air in the plastic container. A moist cupcake is not a bad thing. I'd much rather a moist cupcake than a dry one. But when a moist cupcake is placed in an airtight container, the moisture builds & it will cause your cupcake to get very sticky. Leave it too long in the container & it can even turn moldy. It is for this very reason that bakeries use hinged plastic containers that are not airtight. Purchase some pre-packed cupcakes at your local bakery or supermarket & you will notice that although the hinged container locks securely, it is not sealed all around & some air can get through.
